Not working that well, mainly due to the State Department's antiquated web app for filling the form out. I can't even fathom how screwed up healthcare.gov would have to be if the State Department Passport Application Site is something that works well.

Sadly, its par for the course as government involvement with software goes. I described it to my girlfriend as being software contracted to be developed by a second-rate contractor, employing third-rate programmers, overseen by fourth-rate contract compliance officers, run on fifth-rate hardware, administered by sixth-rate IT personnel.

As far as heathcare.gov, the fact that a website even (sort of) was a thing on launch day was ahead of the curve. That clusterfuck was really just business as usual when it comes to government contracting... The fact that there were absolutely no requirements for product performance was entirely too normal.

Oh, trust me. I did consulting for DHS a few years back (not as prime, though).

The mere fact that it even semi-operates tends towards the amazing end of the scale.

Having one company develop multiple sites would be too efficient. Your site will not be anything like healthcare.gov. So that is ... good?
